Okay! "cartrige" in reset ink cartrige, is a misspelling. However, since people use it frequently why not leave it there.

So what is this "reset ink cartrige"?
Well it's all about resetting the chip on a Epson ink cartridge after you refilled it with ink.

Epson makes most of their new ink cartridges with a "smart chip" that send a signal to the printer when they are empty. This prevents the printer from recognizing a refilled cartridge as it still "remembers" the cartridge as being empty.

Now there's the Universal Epson Resetter that will RESET this smart(memory) chip, allowing you to refill the cartridge and allowing the printer to recognize it as a brand new cartridge!

Attention about refilling Epson ink cartridges:
Be aware though that there are quite a few cartridge suppliers who suggest not to refill the Epson ink cartridges because of the sensitivity of the Epson print head.
Instead of refilling you might buy Epson compatible ink cartridges if you find the brand cartridges are to expensive.
